Blogger is a free web-based tool people can use to publish on the web instantly without writing code or installing software. It was created and launched by Pyra Labs in August 1999. As one of the earliest dedicated blog-publishing tools, it is credited for helping popularize the format. In 2003 Blogger was bought by Google.
