I used PBWiki a few times, mostly to share ideas among a small group. The people I worked with had a hard time using it. The UI is not super intuitive. It's not wysiwyg, and the syntax is different from wikipedia.You may say that mediawiki/wikipedia's UI is not intuitive either, but by now they're the leaders, so they're the standard, a bit like DOS in the old days. In addition, the colors and layout are not very nice. My pages defaulted into a kaki green that even an army general would find dull. Altogether, a lot more work to do for pbwiki until it could claim to be mainstream.
