I found Pow2ACL (Access Control List) when I needed to create a project for a company that needed to store information about application users, their roles, and the permissions of certain roles. Pow2ACL provided a simple API for Java, with a useful tag library to test ACL, and a web interface to manage the ACL data base. Easy to use tool, it will definitely save you a lot of time.
